A Trait Not Well Explained

Whether or not individuals can choose
To do, or simply do and then confabulate
Their choices and their reasons, there is
Another question more rarely gets asked,
Which is whether whole societies or whole
Systems within them can make decisions,
And if they can, are those truly eluctable?
Could free will be an emergent property,
If not of bodies, then of bodies politic?
If not, then any kind of social change
Bins into either the forever impossible
Or the inevitable, about which societies
Themselves retrospectively confabulate,
Confabulation a trait not well explained.
